Kathmandu, Sept 22: Prime Minister KP Sharma Oli on Sunday said the 14th Three-Year Plan has become the country’s foundation year.

Referring to the conclusion of all three level elections alongside the establishment of peace and enforcement of the constitution, he pointed out that the time has come to speed up development activities.

Addressing the 46th meeting of the national development problems solution committee at Singha Durbar, Prime Minister Oli urged participating ministers and government officials to embrace people’s participation in development.

He also directed them to do result-oriented works and sustainable development activities.

On the occasion, the National Planning Commission (NPC) apprised the meeting attended by ministers of the federal government, chief ministers of state and government officials of country’s economic index, financial, social and physical achievements of the country’s 14th periodic plan, expenditures of ministries, progresses of national pride projects and post-quake reconstructions and current problems.

In the meeting, PM Oli expressed his dissatisfaction at non-enforcement of some decisions taken by earlier meetings. Only two of six decisions taken by the 43rd meeting have been implemented so far. Likewise, the 44th meeting saw implementation of two of the total eight decisions, and 45th meeting witnessed zero implementation of the total eight decisions taken.

“Did we take wrong decisions? If we do right, their implementation should take place. Taking decisions, but there is no implementation. This won’t happen and this situation should not exist.”

“The people have put much faith in the incumbent government. Delivery has not taken place as expected. This opportunity should be utilised to a maximum level,” he said on a different note.

Stressing the need for ending the trend of providing contracts under political protection and power, Prime Minister Oli said, “Contract of those construction companies failing to complete its task within the deadline should be scrapped, punished and ‘dark-listed’ not only blacklisted.”

On the occasion, the NPC, National Reconstruction Authority and Investment Board Nepal separately signed performance agreement with Prime Minister Oli.

NPC Vice-Chair Prof Dr Pushpa Raj Kandel briefed the meeting about progress review and problems of the previous fiscal year 2018/19.             Ministers of federal government, chief ministers of different states, office-bearers of the NPC including vice-chair, and different government officials were present on the occasion.
