Kathmandu, Sept 22: The Commission for the Investigation of Abuse of Authority (CIAA) registered 37,026 complaints in the fiscal year 2081/82 BS, demanding recovery of more than Rs 6 billion in losses caused by corruption and related offenses.
According to the CIAA’s 35th annual report, submitted to President Ram Chandra Paudel on Sunday, 28,554 complaints were filed in FY 2081/82 BS, while 8,472 cases were carried over from the previous fiscal year.
Online complaints lead the list
The highest number of complaints — 10,245 (27.67%) — came through the CIAA’s online portal, followed by written applications, emails, postal services, phone calls, and social media.
Of the total, 19,561 complaints (52.83%) were filed at the central office in Tangal, Kathmandu. Among branch offices, Bardibas received the most (3,970 or 10.72%), while Nepalgunj had the fewest (902 or 2.44%).
CIAA spokesperson Rajendra Kumar Paudel said the authority operates from its central office and branches in Itahari, Bardibas, Hetauda, Pokhara, Butwal, Surkhet, Kanchanpur, and Nepalgunj. The agency has 990 approved staff positions and delegated investigative powers to chief district officers in 33 districts.
Local-level officials face most complaints
The report shows most complaints relate to local government bodies or officials across six provinces, while Bagmati Province recorded the highest number of complaints against federal offices.

Gandaki Province: 2,413 complaints (6.52%) – the lowest
By government level:
Local governments: 19,933 complaints (53.84%)
Federal government: 12,475 complaints (33.69%)
Provincial governments: 4,618 complaints (12.47%)
Within the federal tier, the Ministry of Land Management, Cooperatives, and Poverty Alleviation accounted for the largest share of complaints (17.12%).
Among provinces, Madhes Province saw the most complaints against provincial bodies (1,200 or 25.99%), while Gandaki Province recorded the fewest (345 or 7.48%).
Sector-wise, forest and environment issues topped complaints in Koshi, Bagmati, Gandaki, Lumbini, Karnali, and Sudurpaschim, while physical infrastructure and transport drew the most grievances in Madhes.
At the local level, Madhes again led with 7,072 complaints (35.48%), while Gandaki had the least (1,420 or 7.12%).
During the year, the CIAA filed 137 cases at the Special Court, including 135 corruption cases and two money-laundering cases.

A total of 753 defendants—including 392 civil servants, 48 elected representatives, 18 political appointees, and 295 committee officials, institutions, or others—were charged. The CIAA sought imprisonment, fines, and recovery of Rs 6.01 billion.
The Special Court decided 393 cases (including those from previous years). Of these, 87 cases resulted in full convictions, 120 in partial convictions, and 207 cases (52.67%) were upheld. #CIAA #nepal #corruption
