Planning Commission deployed 38 teams to assess damage during ‘Gen Z’ protests

Kathmandu, Oct 31: A total of 38 teams have been mobilized across 44 districts to assess the damage to public property, physical infrastructure, and private establishments caused during the “Gen Z” led protests of September 8 and 9, and to prepare reconstruction plans.

According to Dr. Diwakar Luitel, Assistant Spokesperson for the National Planning Commission (NPC), the teams have been deployed with the goal of completing the data collection within the next week. To ensure uniformity and ease in gathering information, the NPC has launched a “Damage Assessment Survey Portal”, through which concerned local levels, provincial, and federal offices are required to submit data online.

“Usernames and passwords have been provided to nearly 260 municipalities in 44 affected districts, along with all provincial and federal line ministries and central agencies. The collected data and reports must be uploaded to the survey portal,” said Dr. Luitel.

While the responsibility for submitting information lies with the respective municipalities, provincial offices, and federal agencies, the NPC has also deployed technical teams to assist in the process. All teams are expected to reach their assigned locations by Sunday and complete the data collection within a week, Luitel added.

Earlier, the Cabinet meeting on September 21 had formed a five-member committee under the coordination of the NPC Secretary to evaluate the damage and prepare a reconstruction plan. The committee was mandated to carry out a comprehensive assessment and formulate a recovery strategy.

Additionally, a facilitation subcommittee headed by an NPC Joint Secretary has been formed, including representatives from the Office of the Prime Minister and Council of Ministers, the Ministries of Finance, Home Affairs, Federal Affairs and General Administration, Urban Development, and the National Disaster Risk Reduction and Management Authority.

According to the NPC, 34 teams led by Undersecretaries have been deployed across 41 districts, while four teams have been assigned to the three districts of the Kathmandu Valley. Furthermore, 11 supervisory teams headed by Joint Secretaries have been mobilized in all provinces and the valley to oversee the assessment process.

Separately, a team of high level Probe Commission under Gauri Bahadur Karki is also gathering loss and damages due to Gen Z led protests.
