Constitution cannot be amended solely at the will of Congress and UML: Raghuji Panta

Kathmandu, Feb 15:  CPN-UML leader and lawmaker Raghuji Panta has stated that the constitution cannot be amended solely based on the wishes of the Nepali Congress and CPN UML. Speaking at an event in Lalitpur, he pointed out that dissatisfaction with the constitution is now being openly expressed.

MP Panta mentioned that Congress and UML have been taking the initiative, believing that they can amend the constitution with a two-thirds majority. However, he noted that clear provisions for constitutional amendments have yet to be outlined. He emphasized that in Nepal’s history, no constitution has survived without amendments and that amendments are necessary to preserve the current constitution.

He also highlighted the challenges faced in passing government-issued ordinances in the National Assembly. “Dissatisfaction with the constitution is now emerging. Congress and UML believe that with a two-thirds majority, they can proceed with amendments. However, there has not been enough homework, and the specific provisions for amendments have not been clearly presented. Some aspects can be amended, but the process is not straightforward,” Panta stated.

He further stressed that constitutional reforms are essential for progress, as laws and governance need to evolve with time. He also raised concerns about the challenges in passing ordinances due to the composition of the National Assembly and emphasized the need for discussions and consensus on constitutional amendments.
