KATHMANDU: Chairman of the main opposition party CPN (UML) KP Sharma Oli has said that there is no alternative to implement the US aid program Millennium Challenge Corporation (MCC) Compact as it has already been passed by the parliament.
Oli warned his party would not tolerate the compact if it was not implemented in the country’s interest. Speaking at a press conference in Kathmandu on Tuesday, he warned the government to move ahead with the speedy implementation of the Compact without any compromise on country’s sovereignty and independence.
Chairman Oli said that the CPN UML could not accept any attempt to undermine the country’s sovereignty, independence or our national interest in the name of MCC.
Chairman Oli argued that the interpretative declaration endorsed by the parliament had nothing to do with MCC. He also argued that the ruling parties had run a fraudulent business by passing an interpretative declaration in the parliament to cover their shame and confuse the Nepali people.
“It has nothing to do with the MCC’s interpretative declaration,” he said. “It is brought to cover their shame. Explanatory declaration is a fraudulent business to deceive, confuse and deceive the Nepali people.”
Chairman Oli was more critical towards activities of Chairman of CPN (Maoist Center) Pushpa Kamal Dahal Prachanda and Chairman of CPN (US) Madhav Kumar Nepal. Both the parties were criticising the provisions attached in MCC Compact, and were not ready to endorse the Compact in any way. However, in the last moment, they were ready to approve the MCC Compact by incorporating 12-point “interpretative declaration”.
Chairman Oli said that his party was waiting for the resignation of Speaker Agni Prasad Sapkota. He also said that an impeachment could be filed in the parliament if Speaker Sapkota did not resign. However, Chairman Oli said that his party wanted a dignified departure of Speaker Sapkota.
However, CPN UML do not have two-third majority in the House. According to Constitution of Nepal, it requires two-third majority in the House to oust Speaker, including Heads of Constitutional bodies.
