KATHMANDU: Prime Minister Sher Bahadur Deuba has said the government was effortful to implement the constitution to make people realise its aspirations.
In a message on the occasion of the Seventh Constitution Day today, the PM said that all should make commitment to ensure the country’s prosperity along with the constitution’s successful implementation.
Expressing tribute to all known and unknown martyrs who sacrificed their priceless lives for the cause of the country’s progressive changes, the PM has respectfully recalled those persons who got physical, economic and psychological losses for the nation’s transformation.
Likewise, PM Deuba has expressed deep condolences to all sisters and brothers who lost their lives in natural disasters and COVID-19.
In his message, PM Deuba has stated that promulgation of the new constitution was a great achievement in the long democratic movement of Nepal.
This constitution has internalised the universal notions of democracy and human rights and this has ensured rights of all, he added. Likewise, he has reaffirmed his commitment to fully inoculate all Nepali citizens by the end of 2078 BS to safeguard the lives from the COVID-19 pandemic.
PM Deuba has further stated that strengthening of the federal democratic republic and protection of the constitution and leading the country on the path to economic development is today’s need.
Full implementation of constitution essential: Vice President Pun
Vice-President Nanda Bahadur Pun has stressed that full implementation of the constitution is essential to build a prosperous and equitable society.
In a congratulatory message on the occasion of the Constitution Day today, Vice President Pun said, “I urge all Nepalis to comply with the constitution and to protect and promote it. Since the constitution is a dynamic document, we can make it further rich.”
Terming the Ashoj 3 as the golden day in the history of Nepal as the constitution was promulgated on this day, he expressed heartfelt condolences and regard to those losing their lives to various political uprisings in the country over different times. He also extended high regard for those injured in those movements.
“Our constitution has institutionalized the rights obtained by the Nepali citizens through various struggles besides institutionalizing federal democratic republic, secularism and proportional inclusiveness with social justice among others,” he reminded.
Constitution Day being observed today
The Constitution Day- Ashoj 3- is being observed by organizing various programmes across the country today. The Day marks the promulgation of the constitution written by the people’s representatives via the constituent assembly on Ashoj 3, 2072BS.
Present constitution is the seventh written constitution of Nepal which has aimed at establishing socialism via citizen’s socioeconomic and cultural rights. It bears special significance for it was promulgated via the constituent assembly based on second people’s movement, peace accord and peace process.
The peace accord was signed earlier between the seven political parties and then rebellion CPN (Maoist).
Importantly, it has formally institutionalized the new system of federal democratic republic with the abolition of unitary system and monarchy. There are currently seven provinces, 753 local levels and a federal government as per new system which is said to deliver public service at citizen’s door step.
The Day is being marked from Ashoj 2 to 4 as per government decision with illumination in the country and Nepali embassies and missions abroad. It is the seventh Constitution Day.
A main celebration committee has been formed under the coordination of Prime Minister Sher Bahadur Deuba to mark the Constitution Day. A special function is being organized at Army Pavilion at Tundikhel this morning.
The constitution promulgated by the citizen of the Nepal for themselves is being embraced by one and all gradually.
The incumbent government has put in place necessary policies and laws to enforce the constitution while efforts were underway to implement federalism effectively in the country.
Earlier, the publicity sub-committee under the main organizing committee had already urged all the private, community and government media to disseminate and publicize the Constitution Day.
Secretary at the Ministry of Communication and Information Technology and coordinator of the publicity committee, Dr Baikuntha Aryal, shared that decision was made on September 8 to appeal all the Nepali citizens to keep the national flag in their houses on this very Day.
Similarly, Nepal Telecommunications has been sending SMS and congratulatory messages to its subscribers on the occasion of the constitution Day. Display boards will flash congratulatory message on the Day.
Furthermore, awareness drive, discourses and discussion are being organized on this occasion. Special features on the Constitution Day have been published in the print media and electronic media and special programmes being broadcast and telecast the on this occasion.
Likewise, state-owned media such as Rastriya Samachar Samiti (RSS), Nepal Television, Radio Nepal and Gorkhapatra Sansthan have been disseminating special articles, stories, news and commentaries on various dimensions of the constitution. The national charter has 35 Parts, 308 Articles and 9 Schedules.
Likewise, the efforts were coordinated among the Kathmandu Metropolitan City and other sub-metropolis as well as local levels to keep display board in and out of the Kathmandu Valley.
The Nepal Television and Radio Nepal do livecasting of the formal celebration of the Constitution Day to be held at the Army Pavilion at Tundikhel in Kathmandu.
