People are disheartened with vicious cycle of corruption: Dr. Bhattarai

Dr Baburam Bhattarai

Kathmandu, March 22: Former Prime Minister and Chair of Naya Shakti Party Dr Baburam Bhattarai has stated that the vicious cycle of corruption has left the people disheartened.

Speaking at a press conference held in Janakpur on Saturday, he remarked that major political parties, including the Nepali Congress, CPN-UML, CPN (Maoist Centre), and parties emerging from the identity-based movement, are gradually weakening and losing momentum. He emphasized that the alternative lies in a progressive political party rooted in the principles of federal democratic republicanism.

Dr Bhattarai claimed that if a directly elected executive system had been in place, it would have ensured political stability. However, he argued that federalism has not been effectively implemented due to the failure to introduce necessary laws and regulations on time.

He stated, “At present, the old political forces—particularly the Congress, UML, Maoists, and leaders from the identity-based movement—have gradually become exhausted, ineffective, and stagnant. This is one aspect of the problem. The alternative is a more progressive political force that addresses the shortcomings of the current governance system within the framework of a federal democratic republic. If a directly elected executive system had been established, stability would have been ensured. The lack of such a system is one of the reasons for instability. Additionally, although we adopted federalism, the necessary rules and regulations were not enacted in time, leading to improper implementation. Federalism, in a sense, was also incomplete as it lacked full recognition of identity and rights. The state institutions, including the bureaucracy, courts, and security agencies, could not be transformed in time, which has sustained the cycle of corruption. As a result, people have become frustrated and disillusioned.”

Dr Bhattarai reiterated that the current federal system remains incomplete.
