Kathmandu, Nov 15: It has been over eight years since the constitution was passed through the Constituent Assembly.
The second session of the Parliament that started from January 9 has ended. Although the second session of the Parliament ran for a long time in the history of Nepal, the results were not satisfactory, said Ramkumar Rai, lawmaker of the ruling CPN (Maoist Centre).
“Parliament should make many laws, but important laws have not been made yet. There is no room for satisfactory. Parliament is a law-making platform. Parliament is not functioning properly,” he said.
To make the parliament effective, all political parties represented in the parliament should be responsible and lawmakers be honest, he viewed.
“The main role of lawmakers is to make policies, rules, laws and regulations. Some bills have been registered in the parliament. But the bills tabled in the parliament seem to be stuck,” he said.
Despite the longest session in the history of the parliament, the parliamentary business could not progress due to the continuous obstruction by the main opposition for a long time, he said.
“Parliament was obstructed due to various issues such the gold Jalahari offered at Pashupati Temple, and the smuggling of gold through Tribhuvan International Airport. As a result, the bills could not be deliberated in time, and laws could not be made.”
Although he disagreed with the provisions of some bills, he had to give in due to the whip issued by his party, he said.
He viewed that parliamentarians could not be true to their role for the country and the people. It would be better for political parties to make laws in favour of the people without being bias, he said.
“Parties lack leadership to make laws, it seems. Parliaments, representatives of the people should be responsible. Problems have been created after parliamentarians have had partisan interests.” RSS
