Kathmandu, Feb 24: Speaker Devraj Ghimire has issued a ruling to the government to respond to the queries raised by lawmakers in different meetings of the House of Representatives.
In today’s meeting of the House of Representatives, Speaker Ghimire asked the government to respond to the queries raised by lawmakers on contemporary issues and issues of people’s concern.
Lawmakers in HoR meeting have been drawing government’s attention through Speaker on the problems and difficulties facing people across the country.
Parliament meeting postponed till Feb 27 for lack of quorum
The meeting of the House of Representatives (HoR) has been postponed till February 27 for lack of quorum on Friday.
When Speaker Devraj Ghimire was presenting the proposal, seeking consideration on ‘Monitoring and Evaluation Bill, 2078’ along with the message from the National Assembly in the HoR meeting on Friday, Chief Whip of Nepali Congress Ramesh Lekhak had showed objection over the lack of quorum.
On behalf of Prime Minister Pushpa Kamal Dahal ‘Prachanda’, Minister for Communications and Information Technology Rekha Sharma had presented the proposal, seeking consideration on ‘Monitoring and Evaluation Bill, 2078’ along with the message from the National Assembly.
Minister Sharma had also responded to the queries raised during the discussion in the meeting.
However, after the objection of NC Chief Whip Lekhak, Speaker Ghimire directed the parliament secretariat employees to determine the present number of lawmakers in the meeting within three minutes.
As per Article 94 of the Constitution, while presenting any proposal seeking consideration in the parliament, there must be the presence of at least one-fourth of the existing lawmakers. In line with this provision, there had to have the presence of at least 69 lawmakers, but only 50 lawmakers were present even after three minutes of warning bell.
The HoR meeting will be held next on February 27.
HoR Zero Hour: Attention drawn towards ending anomalies plaguing development sector
Parliamentarians in today’s meeting of the House of Representatives (HoR) have drawn attention of the government as well as the parliament towards delays and dillydallying plaguing the development sector.
Drawing the attention of the Ministry of Physical Infrastructure and Transport Dr Toshima Karki grieved that the locals in Lalitpur district were compelled to put up with dust and mud due to negligence in construction of physical infrastructures in the district.
Deepak Khadka, Dilendra Prasad Badu and Dev Prasad Timalsina wished for speedy recovery of Nepali Congress’s parliamentarian Chandrakanta Bhandari who was hurt in LPG has cylinder explosion recently.
Timalsina expressed his sorrow over the demise of Harikala Bhandari, mother of injured parliamentarian Bhandari, in the same accident. He also rued over the delay in construction of bridges in various places in Rautahat district.
Simialrly, Dhanaraj Gurung pressed for bringing corrupt people to book and urged the government to pay attention to address economic crisis in the country.
Narayan Prakash bemoaned that the issues raised by parliamentarians in the Zero Hour over various period of time were not duly addressed.
Narayani Sharma urged the government to give a pace to the construction of the Postal Highway and address the issues impeding the mega project.
Prakash Jwala ranted for lack of good-governance and unaccountability and difficulties and for not delivering on its plan to remove the maze of long and old wires on the roads.
Stating that many old vehicles were stranded in public places and public offices for a long time, Prakashman Singh requested the government to underscore their management.
Likewise, Dr Prakash Sharan Mahat drew attention of the government towards negligence on the part of the contractors in construction of the Tokha Chahare Road Section and Kakani Rani Pauwa Road Section.
Pratima Gautam and Pradeep Poudel demanded effective distribution of water from the Melamchi Drinking Water Project thereby resolving the perpetual drinking water problem of the Kathmandu Valley.
Pradeep Yadav questioned the government that why was the websites and server of the government were going down and being disrupted for hours putting the service-seekers at unease in availing public services.
Basudev Ghimire and Binita Kathayat among others also brought contemporary issues to the notice of the government in the Zero Hour.
