Baitadi, Nov 4 : Seventy-two local level wards, out of 84, in Baitadi are running without secretaries. The situation has hampered the service delivery at most of the local levels, locals said.  Baitadi lies in the Far-West Province. None of the wards at Shibanath rural municipality, Pancheshwor rural municipality, Melauli
