Kathmandu, Nov 28: Minister for Health and Population, Pradeep Paudel, has said it was time for Nepal to secure optimum benefits from the limited resources available. During a national joint annual review meeting organized by the Ministry today, Minister Paudel admitted, "Owing to resource crunch, programmes could not be launched.
