Kathmandu: The National Concern and Coordination Committee under the National Assembly has complained that the directives and decisions it made several times had not been heeded by the concerned sides.
In a discussion on the ‘annual report execution monitoring and evaluation report’ at the committee’s meeting on Friday, Committee President Dil Kumari Rawal Thapa (Parbati) shared that some directives had come into implementation while most of them were not heeded.
The committee has so far submitted four annual reports to the National Assembly but these reports were not even discussed in the upper house, she said.
As the regulation has stipulated a provision that discussion would be held only after preparation of the supplementary monitoring and evaluation of the annual report. The specific provision has appeared to be a hurdle for discussion.
As informed, the committee had issued a first directive in 2075 BS to manage employees as per the approved vacancies at province and local level. The directive has not yet come into implementation, the committee shared.
A bill on the management of the formation, operation and terms and conditions of the federal civil service was tabled at the House of Representatives on 10 Falgun 2075 BS. But, the government had decided to withdraw the bill on 19 Asoj 2078 BS.
The committee has also noted that its directives on the management of the budget in coordination between the province and local levels, management of municipal waste and construction of the proposed Nijgadh international airport as the national pride project, among others have not been implemented.
The reports submitted to the NA so far have incorporated the evaluation of the implementation of the committee’s directives, President Thapa added.
The meeting was held to know the status of the implementation of the directives the committee issued and to discuss the measures to make execution effective.
President Thapa said next meeting of the committee on January 23 would finalize the evaluation report and submit it to the NA on January 24. (RSS)
