PAC will work to maintain financial discipline: President Khadka



Kathmandu, May 25: President of the Public Accounts Committee (PAC), Bharat Bahadur Khadka, has said that the committee work to ensure financial discipline in the country.

During a meeting with account officers of the ministries with high volume of arrears organised by the committee today, he mentioned that the people have desired for good governance and it was possible only from financial discipline.

President Khadka expressed commitment to help draft acts, laws as well as make amendments to them in a manner that facilitate maintain good governance.

He directed the secretaries of the ministries to carry out activities with a focus on good governance as the arrears has reached Rs 755 billion as per the 63rd report of the Office of the Auditor General.

Similarly, lawmaker Indira Rana pointed out the need of making necessary decision by holding discussion in the committee if remuneration received by contract-basis employees has been added in arrears.

She also asked to seriously take the issue of non-utilization of equipments purchased in the hospital.

Lawmaker Khagendra Sunar stressed the need of making arrangement of recovering from the personal assets of accountant and office chief of such offices if there is arrears due to intension.

Another lawmaker Buddha Ratna Maharjan underlined the need of clearing arrears by forming a monitoring committee while Yagya Mani Bogati shared that there should be legal reforms addressing the reasons behind arrears.

Sharing that it was sad that the Finance Ministry itself has been found to have Rs 125 billion in arrears, lawmaker Ganesh Singh Thagunna, opined that billions of rupees should not be kept as outstanding unsettled amount.

Lawmaker Bipin Kumar Acharya emphasized the need of working by bringing all bodies under financial discipline while Prem Lal Chaudhary viewed that secretaries of the ministries and office chiefs should be aware about problems like arrears due to legal loopholes.

Janak Raj Giri underscored the need to set new standards of good governance and transparency while Govinda Panthi opined to keep the employees having more than Rs 30 million outstanding unsettled amount in the blacklist.

Lawmakers—Khushbu Oli, Krantishikha Dhital and Amrita BK pointed out the need of necessary reforms in policy and rules to maintain financial discipline and to formulate new laws.
