Speaker Aryal urges lawmakers to establish regular dialogues with citizens



Kathmandu, July 15: Speaker Dol Prasad Aryal has urged lawmakers to remain in regular conversation with the citizens, stressing that close engagement between the Parliament and the public is essential to strengthening democracy.

He said that stronger ties between the legislature and the people would help make democracy more responsible, participatory, and trustworthy.

In the concluding of the House of Representatives (HoR) session today, the lawmaker said,” The Parliament, the cornerstone of democracy, should strengthen its closeness with the citizens and ensure that their voices are expressed through this.”

Members of the House of Representatives, besides being the people’s representatives, serve as democratic bridges that connect trust, dialogue, and accountability between the people and parliament, the Speaker said.

“The essence of people’s representatives is to fulfill the two-way responsibility of communicating the people’s voices, aspirations and expectations to the decision-making process of the Parliament and re-establishing the decisions of the Parliament among the people,” the Speaker said.

According to the Speaker, it is the basic responsibility of each parliamentarian to establish continuous outreach to the people, hold dialogue with them and reflect the public opinion in the parliamentary proceedings.

Stating that the HoR is scheduled to meet again on July 30, the Speaker urged the lawmakers to utlise this time to listen to and realise the public’s reactions, concerns, and feedback regarding the state policies and programmes, enacted laws and the service deliveries.

He said, “Our Constitution has established the constitutional principles that the relations among the federal, province and local levels are based on cooperation, co-existence and coordination.

By assimilating this Constitutional spirit, the House of Representatives members should take a lead in further harmonizing the development, lawmaking and public service delivery issues of all three levels and connecting the experiences, complexities and expectations of the province government and local levels with the federal level,” the Speaker asserted.

As he articulated, he had realised that it was high time HoR members to reach out to their voters and citizens in an attempt to further strengthening the relationship all three levels, reaching the voice of the people to the Parliament, and preparing the room for a comprehensive deliberations on bills.”

He was hopeful that that upcoming parliamentary sessions would be further meaningful in terms of the review, amendment, integration of the existing laws and enacting new laws as required when the government has declared the upcoming fiscal as the ‘ year of lawmaking and reforms’. #nepal #rss
