Kathmandu, July 19: Experts participating in theoretical discussion on ‘Water Resources Bill’ in the meeting of the Committee on Legislative Management on Friday pointed out the need of amendment to the Bill.
On the occasion, former Chairperson of Nepal Law Commission, Madhav Poudel, commented that the Bill was not in line with constitution and was brought without intensive study.
He argued, “Provision for the safety of embankment may be necessary. But there will be a long-term impact if it is made without serious study and regulatory system. Questions may be raised on supervision, safety and capacity of embankment.”
Poudel pointed out the need of maximum amendment to the Bill. Similarly, Surya Nath Upadhyay, who is well-known for international laws, mentioned, “The Bill has no clear description of construction process and impacts. It is incomplete. So amendment is imperative.”
Suggesting the government that it did not connect water resources only to power production, water resources expert Tejendra GC said, it has also a direct bearing on national security. “The Bill has not clearly mentioned why and how the embankment will be constructed. So it is necessary to amend it.”
The House of Representatives had forwarded the Bill, registered on June 13, 2024 in the National Assembly after passing it on May 19, 2025.#nepal #Water Resources #rss
