Kathmandu, March 29: The government-in-exile of Tibetan spiritual leader the Dalai Lama has extended congratulations to newly appointed Prime Minister Balen Shah. In a tweet, Sikyong Penpa Tsering, the Prime Minister of the Dalai Lama’s administration, offererd congratulation which sparked controversy. Earlier, the Dalai Lama had also sent best wishes
