Kathmandu, April 30: The CPN-UML candidate Suhang Nembang has won in Ilam Constituency No. 2 by-election. While Suhang got 27,772 votes, his nearest rival Nepali Congress candidate Dambar Bahadur Khadka got 21,942 votes.
