Kathmandu, June 28: Deliberation on the Finance Bill, 2026 is going on at today’s meeting of the House of Representatives (HoR).
According to Speaker Dol Prasad Aryal, the House was informed that seven amendment proposals were registered regarding the Bill.
He said the discussions on the Bill would incorporate issues related to the administrative functions under the government’s accountability, jurisdiction, local matters and the government’s monetary and economic policies.
Ganga Laxmi Awal, a Nepali Congress lawmaker, who is among the lawmakers seeking an amendment to the Bill, said the three percent charge imposed on students going for abroad study should either be abolished or reduced to a minimal level.
Dr Pushpa Raj Kandel of the Nepali Communist Party (NCP) said although the Bill had provisions for tax collection under 20 headings, it missed a clear provision on tax income.
Parbati BK of the Nepali Communist Party commented that development endeavours would be affected if the current expenditure was increased and capital expenditure slashed.
Narendra Kumar Kerung of the Nepali Congress argued the change in tax in education and health sectors should be scientific and feasible.
Lawmaker from the RSP, Hari Prasad Bhusal, who had made amendment proposal, withdrew it, while another lawmaker who had proposed amendment, Harka Raj Rai, Chairman of the Shram Sanskriti Party, was absent in the meeting.
Once the deliberation on the Bill is over, Finance Minister Swarnim Wagle would furnish responses.
Earlier, Finance Minister Dr Wagle had presented Money Laundering Prevention Bill (third amendment), 2026; while Minister for Law, Justice and Parliamentary Affairs, Sobhita Gautam, tabled the 63rd annual report of the Auditor General, 2026; and ‘Public Procurement (second amendment) Bill, 2026’.
Minister for Land Management, Cooperatives, Federal Affairs and General Administration, Pratibha Rawal, presented ‘Cooperative (first amendment) Bill, 2026’ and Minister for Health and Food Safety, Nisha Mehta, tabled the ‘Bill designed to amend some Acts related to Academy of Health Sciences, 2026’. #nepal #rss
