Four bills presented at National Assembly

KATHMANDU: Four bills received from the House of Representatives (HoR) with message were tabled in the second meeting of the National Assembly today.

On the occasion, Home Minister Bal Krishna Khand tabled Social Security (First Amendment) Bill, 2079 BS and Nepal Police and Province Police Operation, Supervision and Coordination (First Amendment) Bill, 2079 BS.

Likewise, Minister for Law, Justice and Parliamentary Affairs Govinda Prasad Sharma Koirala presented the Bill on Amending Some Acts related to Criminal Offense and Procedures, 2079 and the Bill to Amend Some Acts against Sexual Violence, 2079.

Responding to the queries put forth in a deliberation on the proposal seeking consideration on Nepal Police and Province Police (Operation, Supervision and Coordination) – First Amendment Bill 2079, Minister Khand said the bill was amended in a way to put the capital’s security under the centre’s domain keeping security sensitivities from external factors.

“Challenges have to be faced in maintaining security at Tribhuvan International Airport and dealing with sometimes unforeseen security issues”, Minister Khand clarified.

He added, “Federal police will look after security within the Valley in coordination with province police”.

The government should not be portrayed as anti-federal while entrusting federal police with the responsibility for Valley security, he noted. The government would never weaken the province police as the bill was introduced to utilize the capacity and specialization of the Nepal Police.

Likewise, responding to the queries raised in course of the discussion on the Bill on Amending Some Acts related to Criminal Offense and Procedures, 2079, Minister Koirala said the amendment proposal was made as it was necessary to check acid with the use of acid and other harmful chemical materials.

Next meeting of the National Assembly shall take place at 11.00 am on July 14.

Speaker Sapkota certifies five bills

Meanwhile, Speaker Agni Prasad Sapkota today certified five bills passed by both the houses of the Federal Parliament on different dates.

The bills certified by the Speaker include the Bill to Amend and Integrate Laws Related to the Public Service Commission, the Bill Providing for Appropriating and Spending Some Amount from the Federal Consolidated Fund for Services and Works in Fiscal Year 2022/23, the Bill Designed to Amend the Loan and Guarantee Act, 2025 BS, the Bill Designed to Provide for Authority to Mobilize Internal Loans and the Bill Designed to Implement the Nepal Government’s Economic Proposal.

The certified bills would be enforced after authentication by the President.
