Govt registers bill relating to police organizations at federal parliament



Kathmandu, Jan 29: The bill designed to amend and integrate the Act related to the Nepal Police and Armed Police Force has been registered at the federal parliament secretariat.

Home Minister Ramesh Lekhak informed that both the bills were registered at the federal parliament by obtaining approval from the cabinet after necessary consultation with and consensus of stakeholders.

The bill was presented at the parliament for its amendment and revision by placing emphasis on making the police organizations well-managed, consolidated and active, the minister added.

Highlights of the Bill

– A Jawan/Havaldar will get pension if he completes 16 years of service and ASI/SI 18 years, the tenure of IGP and AIG is equal to 3 years.

– A committee headed by the Chief Secretary to evaluate the performance of the IGP, 20 percent quota for the province in promotion of DIG in police, Police Staff College is mandatory for promotion

– After staying at the same level for 8 years, in case of mandatory retirement, from jawan to SP, they will automatically be promoted one level.

Currently, the Nepal Police and Armed Police Force personnel retire based on 30 years of service, tenure duration, or age limit. However, the new bill proposes removing the 30-year service limit and implementing retirement solely based on age and tenure for each rank. This provision will be enforced once the Federal Parliament passes the law.

According to the bill, the retirement age for Inspector General of Police (IGP) in both forces will be 60 years, with a tenure of 3 years. At present, IGPs retire at 58 years with a 4-year tenure or 30 years of service, whichever comes first.

Similarly, the Additional Inspector General (AIG) and Deputy Inspector General (DIG) currently have a tenure of 5 years and retire at 56 years. The bill proposes to reduce the AIG’s tenure to 3 years, increase the retirement age to 59 years, and keep the DIG’s retirement age the same as the AIG’s while maintaining a 5-year tenure. #bill #police
