KMC prepares detailed project reports for 84 projects with Rs 1.06 billion budget estimate

Kathmandu, Dec 26: The Urban Planning Commission of Kathmandu Metropolitan City (KMC) has prepared detailed project reports (DPRs) for 84 projects in the current FY 2024/25. These include 37 heritage-related projects, 13 related to green spaces and park construction, and 33 infrastructure-related projects. The total cost of these projects amounts to Rs 1.0591 billion.

Chief of the commission’s secretariat, Dhan Bahadur Basnet, provided this update during a presentation to the budget formulation committee, outlining progress and project details. According to Basnet, the commission has achieved 18.67% financial progress so far.

The KMC has already scheduled its 16th municipal assembly session for December 29. The budget formulation committee is currently reviewing approved programs, addressing implementation challenges, and discussing alternative proposals for priority projects.

Progress in Key Departments:

  1. Health Department:
    • Out of Rs 865.7 million allocated, the department has achieved 14.49% financial progress.
    • Services provided include screening 17,675 individuals for non-communicable diseases, free 24-hour ambulance services to 4,675 individuals, and polio vaccinations for 76,962 children.
    • Health camps for 5,030 individuals, maintained a 24-hour health hotline, and collected 1,623 pints of blood.
    • The department has collected 1,623 pints of blood and provided free blood and blood-related products to 210 residents of the metropolis. The number of insurance first contact points has been increased from 5 to 10. Additionally, 16 health institutions for low-income citizens have been registered and renewed, and 50 health institutions have been monitored.

      The department has recommended treatment for 414 underprivileged patients, including 186 cancer patients, 49 kidney patients, 174 heart patients, and 5 others. It has also facilitated treatment recommendations for 28 individuals from disadvantaged, destitute, and helpless groups. Furthermore, the registration and renewal of 16 health institutions and monitoring of 50 health facilities have been successfully completed.

  2. Heritage and Tourism Department:
    • With an allocated budget of Rs 2.482 billion, 9% of funds have been utilized.
    • Progress includes the completion of 18 tangible heritage projects, ongoing construction of 61 consumer-driven projects, and procurement for 32 additional projects.
    • 7 projects are still in the procurement phase. In the domain of intangible heritage, 33 projects are being implemented.
  3. Social Development Department:
    • Allocated Rs 649.6 million, with a 5.59% expenditure.
    • Activities include issuing disability identification cards to 1,049 individuals and facilitating the registration and renewal of various institutions.
  4. Environment Management Department:
    • Out of Rs 699.3 million allocated, financial progress stands at 11.21% for regular programs and 11.72% for ongoing projects.
    • Initiatives include waste segregation in 10 wards, regular cleaning of 10 ponds, and producing compost from organic waste in parks and schools. Additionally, 120 sanitation workers have been mobilized for river cleanup, collecting 20–25 metric tons of waste daily.

Organizational Structure:

The KMC is organized into 16 departments, 31 divisions, 55 branches, and four secretariats, overseen by the Mayor, Deputy Mayor, and Chief Administrative Officer. Key committees include the Urban Planning Commission, Budget Estimation and Resource Allocation Committee, and others focusing on heritage conservation and public-private partnerships.
