Ongoing 16th session of NA to prorogue from midnight today



Kathmandu, Sept 16: The ongoing 16th session of the National Assembly is proroguing at 12:00 midnight today.

The current session that began on last May 10 was held for 130 days. Altogether 73 hours and 55 minutes were spent for the assembly work by holding 40 sittings.

There was ‘zero hour’ in 17 sittings during the session. A total of 44 members used 122 minutes during the zero hour. During this period, 16 meetings had featured ‘special hour’.

During the special hour, 52 members spent 21 hours and 56 minutes. In one of the meetings of this session, the provincial concerns were given premium. A total of 11 members used one hour and 26 minutes during the ‘provincial concern hour’.
Of the five meetings featuring ’emergency hour’ in the session, 12 members used 47 minutes. In this session, there were four ‘rulings’ to the government ministers to respond on time the issues raised in the assembly and implement the suggestions on the earthquake-affected people of Karnali province.

The question-and-answer (Q&A) session – an important tool to make the government accountable to the parliament was convened in this session for the first time in the NA after the establishment of the federal parliament.

A written question related to the Office of the Prime Minister and Council of Ministers and eight oral questions and answers related to the ministries were held.

In this session, a proposal of urgent public importance related to the reduction of vehicular accidents was discussed and unanimously approved in the Assembly. During the session, the annual reports of various commissions were also presented as per the constitutional provisions.

Informing the NA on the prorogation of the session, National Assembly Chairperson Narayan Prasad Dahal said the Constitution has arranged the National Assembly to address fair representation of the province with administrative balance of power and efficiency.

“The role of NA as an institution of permanent nature is indispensable to further strengthen and consolidate the assembly as provided in the Constitution for the establishment and advancement of inclusive and democratic governance”, he said.
