Political culture remains unsettled, furious debate in parliament



Kathmandu, July 8: Nepal’s political parties will never let go of what they do right and what others do wrong. Without understanding what the people are saying and what they mean, the parties rush to publicize their views ignoring their promises, ideologues.

Even now, comments are being made about the agreement made by Nepali Congress and CPN-UML to create a new political alliance. The  ruling Prachanda-led CPN (Maoist Centre) is calling the Congress-UML alliance as unethical, against the spirit of democratic norms and values. In the past, the Congress-UML, which used to throw accusations at each other, are now jumping with one voice. The parliamentarians from CPN-UML and Nepali Congress have been demanding the immediate resignation of Prime Minister Pushpa Kamal Dahal ‘Prachanda’.

The effect of the political equation has also been seen in the parliament. There is a question and answer in the parliament about whether Prime Minister Dahal, who is in the clear minority after CPN UML and other fringe parties withdrew their support, should resign or not. The opposition parties have said that the prime minister should resign immediately and pave the way for the formation of a new government. The MPs of the ruling Maoist Centre, however, have argued that they will face a vote of confidence as per the Article 76(2) provisions of the constitution. Their intention was to drag the next government from Article 76(3), which has the provision of forming government from the biggest party in the House. In such case, Nepali Congress may lead the government. However, Nepali Congress and CPN UML has already stated that they will form majority government as per Article 76(2). For this purpose, they have already consulted with the President as well.

After the UML withdrew its support, there are currently only 63 MPs in favor of the government. However, PM Dahal has announced that instead of resigning, he will take a vote of confidence on coming Friday.

While addressing the parliament on Sunday, CPN UML Secretary and Member of Parliament Yogesh Bhattarai said that it is not clear why the Prime Minister is going to take the vote of confidence after the alliance between the two major parties for the government. He said that it would be more appropriate to announce his resignation from the parliament rather than extending the term till Ashad 28.

Leader Bhattarai claimed that an agreement has been reached with the Congress to review and amend the Constitution. He said that they are in a position to review the formation of federal, state and local government, the functioning of constitutional organs and other issues.

However, Maoist MP Madhav Sapkota raised the question of what agreement was reached between Congress and UML. “What kind of agreement was reached between the two parties has not come out officially,” he said. “The opacity, immorality has emerged.” Sapkota’s question was how the upcoming alliance will provide political stability.

Nepali Congress MP Dig Bahadur Limbu said that UML and Congress have promised to solve the country’s political instability through constitutional amendment. MP Limbu said that the coalition government of Congress and UML should be able to provide political stability in the country.

But, ruling Rastriya Swatantra Party (RSP) MP Ganesh Parajuli said that so-called big parties speak in favor of good governance against corruption, but the behavior seems to be the opposite. “After government was about to proceed for Giribandhu Tea Estate’s alleged corruption case file, the fearful top leaders from CPN UML and Nepali Congress joined hands to form government.
