President Bhandari unveils government policies and programmes in Federal Parliament



KATHMANDU: The government’s policies and programmes for the fiscal year 2079/80 BS (2022-23) have been presented in the Federal Parliament.

President Bidya Devi Bhandari has presented the policies before a joint session of the Federal Parliament.

Prior to this, Prime Minister Sher Bahadur Deuba handed a copy of the government’s policies and programmes to the President Bhandari.

The President was welcomed by Speaker Agni Prasad Sapkota and National Assembly Chair Ganesh Prasad Timilsina at the New Baneshwor-based Federal Parliament building.

As per the provision, the government policies and programmes are required to be passed by the Cabinet before its presentation to a joint session of the Federal Parliament by the President.

Import replacement, export promotion, internal production growth, job creation and high economic growth are among the targets of the government in its new policies and programmes. Being based on the policies and programmes, the government will be bringing a budget for the upcoming fiscal year on coming Jeth 15 (May 29) as per the budget announcement calendar stipulated by the Constitution.

Government endorses policies and programmes

The government has endorsed its policies and programmes for the fiscal year 2079/80 BS (2022-23).

A meeting of the Council of Ministers took place today at the Prime Minister’s official residence, Baluwatar, took a decision to this, according to Government spokesperson and Minister for Communications and Information Technology, Gyanendra Bahadur Karki.

As per the provision, the government policies and programmes are required to be passed by the Cabinet before its presentation to a joint session of the Federal President by the President.

Major highlights:

1) Except for big and national pride projects, other projects will be implemented from state and local level
2) Equitable distribution of natural resources will be done in coordination with federal, state and local level.
3) Policy and legal arrangements will be made to increase quality investment for increasing domestic production
4) Appropriate arrangements will be made for remittances through formal channels
5) Public expenditure management will be result oriented
7) Laws related to public procurement will be amended
8) Budget will not be allocated for projects which have not been prepared in advance and have not been recommended by the Planning Commission
9) Priority will be given to digital banking system
10. Policy of merging and disbanding public institutions will be introduced
11) Insurance will be linked with production and productivity
12) Effective monitoring mechanism will be introduced on cooperatives

Agriculture
13) Emphasis on self-reliance in seed sowing
14) The mid-term evaluation of the Prime Minister’s Agriculture Modernization Program will be done
15. Special programs will be introduced to increase the production of crops like paddy, maize, potato and apple
16) Rubber cultivation/plantation program will be introduced
17. Management of chemical fertilizers and information technology will be developed in agriculture
18) Agriculture and livestock insurance program will be made effective
19. Compensation will be given for the damage caused to agricultural crops

Irrigation
1) Irrigation projects will be taken forward
2) To collect riverine goods and bring them into use
3) Raising of 600 hectares of land by embankment
4.) To reduce the risk of ice lake eruption, the water level of ice lakes in Sankhuwasabha, Manang will be reduced

Land reform

1) Production and employment programs will be brought for freed Kamaiyas, including herdsmen
2) To bring targeted programs for the poor living in the vicinity of Nikunj
3) Land ownership registration certificate will be provided to the remaining landowners for survey
4) Land classification will be done by formulating land plan of Union and State
5) Legal arrangements will be made to remove the demarcation of land for the specified industries
6) To make the land administration hassle free
7) Land administration will be converted into electronic system
8) Integrated land valuation system will be developed
9) To bring integrated policy in real estate business
10) To search and use the property of Nepal Trust
11) Geological map will be prepared

Industry, trade
1) Farm to industry will be brought in agriculture, forest and mining sector
2) Industrial infrastructure standards will be implemented
3) Foreign investment will be encouraged in the productive sector with comparative advantage
4) A 10-year campaign will be launched to build a prosperous economy by replacing imports, for which the Prime Minister will run a prosperous economy program.
5) Make in Nepal, and Made in Nepal programs will be conducted
6) Initiatives will be taken to attract foreign investment,
7) To make industry administration simple and technology friendly
8) Bhairahawa Economic Zone will be expanded
9) Export promotion will be promoted
10) Petroleum products will be priced automatically
11) Food storage and distribution will be facilitated
12) To be transported to mountainous and remote districts

Tourism

1) To diversify the tourist sites, increase employment, and promote local goods
2) Lumbini, Pashupati and Janakpur religious areas will be further developed
3) Tilaurakot of Kapilbastu will be included in the World Heritage List
4) Air service will be expanded
5) Airlines will be allowed to fly from outside Kathmandu
6) Construction structure of Nijgadh International Airport will be prepared
7) To promote the use of the existing international airport
8) An airport will be constructed at Ramghat of Surkhet

Roads, traffic
1) Promote road construction and safety works,
2) Work will be done expeditiously to make Mahendra Highway four lanes.
3) Initiatives will be taken to complete the Kathmandu-Terai Expressway on time
4) Construction of Kaligandaki, Koshi and Karnali corridors will be continued
5) The remaining works of Madan Bhandari Highway will be completed
6) 300 more bridges to be built across the country,
7) A bridge connecting Dodhara Chandni will be constructed
8) To make the construction of cable car and ropeway more effective

Urban development

1) To be organized and beautiful around Singha Durbar,
2) Urban development programs will be carried out in Dodhara, Chandni,
3) An integrated master plan of Kathmandu Valley will be formulated,
4) New cities will be developed, house building will be promoted
5) Parks will be constructed, garbage will be scientifically managed
60. Public transport will be organized within the valley

Drinking water
1) One house one stream will be provided
2) Structure of Melamchi Drinking Water Project will be strengthened
3) The catchment area within the valley will be protected
4) A plan to treat wastewater and sewage at the local level will be put forward

Electricity
1) To construct large reservoir projects
2) An additional 715 MW of electricity will be added next year
3) 415 kV transmission line will be constructed and power distribution will be made reliable
4) Electricity service will be provided to additional 25,000 households next year
5) Budhigandaki project will be built with investment within Nepal
6) Charge stations for electric vehicles will be constructed in collaboration with the private sector
7) Electricity tariff rate will be reviewed to increase electricity consumption

Communication, information technology
1) Development of information technology will be promoted as a campaign
2) To bring commercially operated social media at the rate of law and tax
3) Krishna Prasad Bhattarai Mass Media Institute will be established
4) Necessary arrangements will be made for security printing

Forest
1) Additional benefits from carbon trading
2) Work to reduce deforestation to zero by 2030,
3) A separate body will be formed to carry out the work related to climate change,
4) Sustainable management of forests
5) To promote tree planting as a campaign
6) To become self-reliant in forest production by sustainable management of forests and to expand forest based enterprises
7) Valuable herbs will be managed
8) Illegal trade of wild animals will be discouraged
9) To make wildlife friendly while constructing infrastructures
10) High priority will be given to the protection of the Chure area and the program will be taken forward by paying attention to the upper and lower areas of the Chure
11) Watershed areas will be protected and managed
12) To solve the annual flood in the border area

Women, children and senior citizens

1) To make the air rescue of pregnant women at risk more systematic
2) To continue the street child free campaign
3) Juvenile correctional facilities will be constructed
4) To make welfare plan for senior citizens
5) Initiatives will be taken to maintain the transparency of social organizations
6) International NGOs will be monitored,

Education

1) Teachers will be provided in community schools on the basis of teacher to student ratio
2) Lunch program will be extended up to class 8
3) Arrangement will be made for health nurse in the school
4) Grants being given for monasteries and madrasas will be reviewed
5) Skill based subjects will be added by modifying the curriculum from class 9 to graduation
6) The program will be further expanded by earning while studying
7) Commission, Council related to education will be reviewed
8) Priority will be given to research of government programs from universities
9) At least 2 medical colleges will be established in each state
10) Medical college will be established in Dadeldhura

Sports

1) Attention will be paid to the training and encouragement of the players
2) International competition of mountain sports will be organized
3) International ground with one training facility will be constructed in each province

Health

1) To conduct mandatory audit of deaths in the hospital
2) To protect doctors and health workers
3) Health insurance program will be made effective
4) Children from 5 to 11 years of age will be vaccinated against covid
5) Blood transfusion service will be operated at the government level in all the hospitals of the state

Labor

1) To produce manpower as per the demand of labor market,
2) People returning from abroad will be encouraged to work according to their qualifications
3) All workers will be affiliated to the Social Security Fund,
4) Programs will be conducted for the rescue and reunification of child laborers
5) The labor agreement related to foreign employment will be reviewed
60. Services will also be provided for workers from Bhairahawa and Pokhara

Public service, security

1) Encouragement will be given for the works to be performed by the employees
2) To simplify the use of information technology
3) To merge or integrate the federal civil service
4) The professional efficiency of the Nepal Army will be enhanced
5) To produce clothes and materials for the army within the country
6) Arrangements will be made for accommodation for the soldiers
7) Capacity of the security forces will be enhanced
8) To make immigration and border security modern and technology friendly
9) Prisons will be developed as correctional facilities and initiatives will be taken to make arrangements for open prisons
10. The Citizenship Bill under consideration in the Parliament will be moved forward as soon as possible
11) To make the national identity card more effective

Constitutional bodies

1) Election laws will be integrated, and arrangements will be made for Nepali citizens living abroad to vote
2) To make the Commission for Investigation of Abuse of Authority resourceful for controlling corruption

Foreign relations

1) The remaining works related to the border will be completed on the basis of historical facts and evidence
2) Promoting economic diplomacy,
3) Assistance will be provided to Nepalis who are stranded or in trouble abroad
4) Easy to provide electronic passport
5) Digital identity card will be given to non-resident Nepalis
