Kathmandu, May 27: The National Human Rights Commission (NHRC) has described the activities and role of the controversial Tibetan Original Blood (TOB) biker group during the Gen Z protests on September 8, 2025 as suspicious.
In a report made public today, the Commission recommended further investigation into who were involved for the mobilization of the TOB group.
The report states that on September 8, 2025 after crossing the restricted area, protesters moved through Bhrikutimandap and Bijulibazar Bridge before reaching the front of Everest Hotel in New Baneshwor, where the crowd swelled to around 20,000–25,000 people. At the same time, a group of 15–20 bikers wearing black T-shirts marked “TOB” and tattoos with the same inscription reportedly entered the area and incited the crowd to move forward.
According to the report, after the large crowd gathered near Everest Hotel, Sudhan Gurung of the “Hami Nepal” (an Non Governmental Organization dedicated for social works) organization took leadership of the demonstration at around noon. Following this, protesters allegedly became aggressive, broke through police barricades, and attempted to enter the prohibited zone, leading to clashes with security personnel and escalating tensions.
The report concludes that what had begun as a peaceful protest later turned violent after the arrival of the biker group associated with the “TOB” markings. It alleges that destructive groups hijacked the Gen Z protest, used students as shields, attacked security personnel with stones, and attempted to storm and set fire to the Parliament building.
It recommends further investigation into the actual identity of the biker group wearing black “TOB” T-shirts and tattoos, their possible connections with the organizers, and whether they were operating under the direction of any individual or group.
To calm down the situation, security forces used tear gas and water cannons to disperse the crowd. The report states that enraged demonstrators began pelting stones near Gate No. 1 of the BICC (parliament building) premises, vandalized an Armed Police Force (APF) water cannon, and climbed onto the vehicle.
It further notes that security agencies and Gen Z organizers attempted to calm the crowd and urged demonstrators to retreat and stop unwanted activities. However, as the situation deteriorated, the Chief District Officer reportedly issued orders authorizing the use of force.
The report also states that ambulances and vehicles belonging to the National Human Rights Commission monitoring team were vandalized and set on fire, while staff members were allegedly assaulted and mistreated. #Nepal #TOB
