Kathmandu, July 8: The government has approved the Educational Consultancy, Language Teaching and Preparation Class (Operation and Management) Regulations, 2083 to make the operation of the educational consultancy agencies, language teaching centers and preparatory classes well-managed, transparent and accountable.
The cabinet-approved regulations have enforced new arrangements related to licensing, financial transactions, students’ security and service quality.
The Ministry of Education and Sports said the rules were prepared to ensure effective regulations of educational consultancy agencies and protect students’ interests and maintain transparency in service delivery.
According to the Regulations, a security deposit Rs 2.5 million has been made mandatory for running educational consultancy agencies. Likewise, a fee of Rs 50,000 has to be paid for license.
From now onwards, educational consultancy service could not be run without obtaining license from the ministry.
However, regulation of language teaching centres and preparation classes would be undertaken from province or local level. The duration of license will be of a year with a provision of renewal annually.
The agencies providing educational consultancy service shall appoint consultants having at least Bachelor’s degree and training.
Likewise, the agencies involved in service delivery should have their own building or have an office space rental agreement for three years.
All financial transactions with the students shall be completely carried out through digital medium. All details of the service fee shall be disclosed through official website.
Arrangement shall be made for the students to make educational fee through banks only after obtaining ‘no objection letter’, stated the regulations.
Likewise, the regulations have banned organizing educational fair or exhibition targeting foreign-bound students. The ministry’s pre-approval is mandatory for hosting other educational fair or exhibition.
License of the agencies not renewing license, making financial exploitation or cheating students, spreading misleading information or reluctant to pay taxes will be scrapped and their deposits be seized, it is stated in the regulations. #nepal #rss
