Kathmandu, Feb 1: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that he has planned to lead the governance from Singhadurbar.
Addressing a meeting of the officials of the line agencies and offices under the Office of the Prime Minister and Council of Ministers on Tuesday, the Prime Minister said that he considers Singhadurbar as the centre point of governance.
Referring to the bitter experiences of the past when the governance was handled either from outside of the Singhadurbar or from the Prime Minister’s residence, PM Prachanda said this time such mistake should not be repeated. “Expect for special circumstance, I am for working from Singhadurbar only. This has a special significance.”
“The PM working from the Singhadurbar is leading a unified mobilization of all the state organs. This is also making all state organs accountable and answerable, and establishing the system of reward and punishment,” the PM asserted.
On the occasion, PM Prachanda asked the officials to share their views confidently adding that he has come for this third stint as the premier to fulfill the aspirations of good-governance, social justice and prosperity.
Likewise, the PM assured that the provision of reward and punishment would be effectively implemented in bureaucracy.
He said, “During my tenure as the PM, I will focus on infusing energy and rewards to the officials working in the PMO and its line agencies. I will play the role of a custodian and you also perform your roles seriously. There will be good result if you play proactive roles. Best performers shall be prized. You all are asked to compete to get prized.”
Likewise, PM Prachanda said that continued monitoring of the national pride projects was needed for expediting development adding that positive results should be visible in the areas of public service as well.
In his address, PM Prachanda said that high-level administrative reform was needed in the country. “My attention has been drawn to the call for forming a high-level administrative reforms taskforce. The bureaucracy and service delivery system should be made prompt by terminating unnecessary offices, doing away with duplication in jobs and reducing the unnecessary officials and costs,” he added.
The PM also said that the government was working to ensure cyber security, managing integrated data system and managing and integrating the information system. “We have to take lesson from the recent incident of server down. For this, policy-level and managerial reforms are required,” PM Prachanda said.
The PM was of the view that the country is still in difficulties and added that the nation’s needs could not be addressed if we failed to work seriously and failed to ensure result. “This is a great opportunity for us. Let’s build the nation by uniting all,” the PM appealed.
On the occasion, Chief Secretary Shanker Das Bairagi shared that the officials have been enthusiastic by the proactive role of the PM. “The Prime Minister has created an environment conducive for better performance. This is a good opportunity for all of us,” Bairagi added.
During the meeting, the chiefs of 12 agencies and offices under the Office of the Prime Minister and Council of Ministers shared their terms of reference, policy provisions, structural context, achievements, limitations, challenges and the expectations from the government.
