Authority for the management of transport in the valley



Kathmandu: The government has issued the Kathmandu Valley Public Transport Authority Infrastructure Construction Development Committee (Formation) Order 2077 BS to manage the transport in the valley.

The bill related to the Upatyaka Public Transport Authority has been passed by the National Assembly and is under discussion in the House of Representatives.

It is said that the formation order was issued after the parliament was closed and the passage of the bill was delayed. It is stated that the order was issued using the authority given by Article 3 of the Development Committee Act, 2013. It is mentioned in the Gazette that the physical, institutional structure of Authority will be prepared for the work, duties and powers of the committee, necessary feasibility study will be done to establish Authority.

A detailed project report will be prepared for the establishment and operation of Authority, work area of ​​such Authority and master plan of its structure will be prepared. The Order states that the land required for the operation of the authority, including the office and physical infrastructure, should be purchased or the land should be acquired as per the prevailing law.

While constructing the physical infrastructure, the environmental impact assessment to be done in accordance with the prevailing law, coordination with the state government and local level on issues related to the development of Authority and suggestions will be taken in consultation with the stakeholders.

Necessary studies and research will be done on drafting short-term and long-term policies, plans and strategies to be adopted in relation to public transport in Kathmandu Valley, determining the conditions for operation and management of public transport services in Kathmandu Valley, development and operation of integrated transport system.

Necessary study and preparation will be done to develop integrated system based on information technology, cashless fare and electronic ticketing system for public transport in the valley. It is the responsibility of the committee to regularly collect and update the records related to public transport and use them.

According to the prevailing law, the committee will coordinate with the concerned agencies to determine the bus stops, passenger waiting rooms and parking lots in the Kathmandu Valley and to arrange minimum services including toilets for the passengers around such places.
