House of Representatives receives annual reports of constitutional bodies



Kathmandu, July 15: The House of Representatives on Tuesday received the annual reports of three constitutional commissions, including the National Human Rights Commission (NHRC).

During the meeting, Minister for Law, Justice and Parliamentary Affairs Sobita Gautam, on behalf of Prime Minister Balendra Shah, tabled the following reports before the House:

  • The 18th Annual Report of the National Human Rights Commission (NHRC).
  • The Annual Report of the National Information Commission for the fiscal year 2081/82.
  • The Seventh Annual Report of the Inclusion Commission for the fiscal year 2081/82.

The reports were presented in accordance with constitutional and legal provisions requiring constitutional bodies to submit their annual reports to the Federal Parliament through the government for parliamentary consideration.

Lawmakers call for mental health policy reform

Meanwhile, lawmakers have urged the government to prioritize reforms to the country’s mental health policy, expand the implementation of the health insurance programme in well-equipped hospitals, and improve digital public service delivery.

Speaking during the Urgency Hour of Tuesday’s meeting of the House of Representatives, KP Khanal of the Rastriya Swatantra Party (RSP) stressed the need for both the ruling and opposition parties to work together to amend policies related to mental health.

He said recent incidents involving self-immolation, depression and other mental health challenges underscore the urgency of strengthening Nepal’s mental health system.

Also speaking during the session, Raj Kishor Mahato of the RSP urged the government to fully implement the national health insurance programme in the country’s largest and best-equipped hospitals so that insured patients can access quality healthcare services.

Purna Prasad Limbu of the Shram Sanskriti Party and Ringala Yadav of the CPN (UML) called on the government to immediately resolve technical problems affecting the central server of the Department of Transport Management, which have disrupted public services.

Meanwhile, Nischal Rai of the Nepali Congress urged the concerned authorities to repair and maintain deteriorating roads in Ilam, saying poor road conditions have caused significant inconvenience to local residents.

Appeals for Disaster Response and Public Welfare

Belawati Sharma of the Nepali Communist Party called on the authorities to intensify the search for Mina Karki, 45, of Gulmi, who has gone missing after attempting to cross the Resha Rivulet.

RSP lawmakers Dhanendra Karki and Som Sharma urged the government to keep all state agencies on standby to provide immediate relief, rescue and rehabilitation to people affected by monsoon-related disasters.

Similarly, Rajendra Kumar Rai of the CPN (UML) called on the government to address the longstanding demands of contract and temporary government employees, urging it to formulate appropriate policies to resolve their concerns. #nepal
