Kathmandu, July 10: Minister for Information and Communications Dr Bikram Timilsina has directed the ministry and its subordinate agencies to recruit contract employees only through legal and transparent procedures.
Issuing the directive on Wednesday, the minister instructed officials not to appoint contract staff in violation of existing laws. He said such recruitment should be carried out only after establishing a clear need, justifying its relevance, and following all legal procedures to ensure transparent, systematic, and law-based human resource management.
Dr Timilsina said the illegal recruitment of a large number of contract employees in the past had created management challenges in several institutions. He instructed agencies under the ministry to hire contract staff only when essential for carrying out regular operations.
He further emphasized that all contract appointments must be made through open competition and in accordance with prevailing laws, the respective institutions’ Acts, and their Employees’ Service Terms and Regulations.
The minister said politically motivated recruitment in some state-owned media organisations had weakened institutional governance and increased financial burdens. He pledged to end such practices and promote merit-based recruitment.
Following the ministry’s directive, Gorkhapatra Corporation, Public Service Broadcasting (PSB), and Rastriya Samachar Samiti (RSS) have begun implementing human resource management in line with their governing Acts and employee regulations.
The ministry said the government has adopted a policy of recruiting personnel in state-owned media organisations through transparent, competitive, need-based, and law-compliant procedures. It added that priority has been given to strengthening professionalism, improving institutional governance, and maintaining fiscal discipline by ending irregularities in past recruitment practices.
Gorkhapatra Corporation General Manager Hikmat Bahadur Rawal and PSB Acting Chief Administrative Officer Arati Chataut also briefed the minister on the human resource management status of their respective institutions. #nepal
