Sub-committee on bill relating to transitional justice submits report

Kathmandu, Oct 10: A subcommittee formed under the parliament on the bill relating to amendment of act on transitional justice mechanism submitted its report to committee chair Bimala Subedi on Tuesday.

The subcommittee recommended the parliament committee to hold further discussion on arbitrary killing and killing in clash while mentioning serious violation of human rights. The subcommittee failed to be univocal on how problems of armed conflict victims could be addressed- if the victim side dies in the violation of human rights, how it could be sorted out.
Similarly, the subcommittee did come to conclusion on bases of lessening punishment.

An 11-member subcommittee was formed under the coordination of lawmaker Ramesh Lekhak on May 19, 2023 mandating it to hold substantive discussions with experts and civil society members to make the bill meaningful.

In the meeting, Minister for Law, Justice and Parliamentary Affairs, Dhanraj Gurung, said the bill needs to be finalized bearing in mind unity among all political parties which brought new constitution following the Comprehensive Peace Accord.

“The bill brought forth in the wake of long political journey can be finalized with decisions from the committee. Top leaders were already consulted to this regard,” he informed.
