Kathmandu, Dec 3: The National Human Rights Commission (NHRC), Nepal,  has urged all three tiers of governments to create the atmosphere friendly to the people living with disability (PWD). The NHRC drew the attention of all federal, province and local governments that it is injustice to the PWD facing problems
