Kathmandu, Dec 19: The Members of House of Representative (HoR) have suggested that the new Federal Civil Service Act should clearly mention the provision of predictability in transfer and promotion of the civil servants.
During a meeting of the State Affairs and Good Governance Committee on Thursday, the lawmakers said those officials deputing the civil servants in ‘Additional Group’ and assigning them for officiating role in Singhadurbar should be punished.
Taking part in the discussions on the bill of the federal civil service, the MPs stated that the new law should end the trend of officials’ reluctance to get transferred in the rural and remote districts. The MPs said that frequent transfer of the government employees has marred the work performance.
MP Mina Tamang, who has tabled her amendment motion on the federal civil service bill, said that the employees have been transferred in every three months and this has impacted the performance of the ministries too. She was of the view that there should be a legal provision for the officials to work at least for a year at a station.
Likewise, lawmaker Ram Kumar Rai said the civil servants should mandatorily work in the remote areas too and it should be regulated through an obligatory declaration in the law.
Similarly, MP Sushila Shrestha has tabled her amendment motion for women’s participation in all levels of the civil servants and demanded that the transfer and promotion system be made systematic.
During the discussion, MP Amresh Kumar Singh said that the provision of sending officials on deputation should be scrapped adding that e-governance should be exercised.
He also said that the officials should not be promoted in the final year of their retirement. The next meeting of the committee is to be held on Sunday. #nepal #parliament
