Nepal, UNDP Review Development Priorities And Reform Agenda



Kathmandu, 12 May 2026 — The Government of Nepal, the United Nations Development Programme (UNDP), and development partners convened at the Ministry of Finance for the Annual Review Meeting of the UNDP Country Programme Document (CPD) 2023–2027, reaffirming their commitment to strengthening collaboration on Nepal’s long-term development priorities.

Senior government officials, development partners, international financial institutions, UN agencies, and other stakeholders participated in the meeting, reflecting the broad partnership shaping Nepal’s development landscape.

The CPD 2023–2027 serves as the shared framework for UNDP’s support to Nepal, focusing on three interconnected priorities: sustainable and inclusive economic transformation; governance, federalism, participation and inclusion; and environmental sustainability, climate resilience, and disaster preparedness.

The review assessed progress achieved in 2025 while also exploring how future collaboration can better align with Nepal’s evolving development priorities.

Opening the meeting, UNDP Resident Representative Kyoko Yokosuka said UNDP’s engagement in Nepal has evolved over six decades while remaining grounded in its commitment to strengthening institutions and supporting the people of Nepal.

“UNDP’s Country Programme Document (CPD), developed jointly with the Government of Nepal and national institutions, provides a shared framework for accountability and results, ensuring that programmes are grounded in national priorities while continuously adapting to emerging needs,” she said.

She added that the Annual Review Meeting provides “an opportunity to pause, listen to partners, and assess collective progress in a broader development context.”

Dhani Ram Sharma, Joint Secretary and Head of the International Economic Cooperation Coordination Division at Nepal’s Ministry of Finance, highlighted that Nepal is entering a new phase of political stability with a strong reform agenda.

He said the government is prioritizing good governance, economic reforms, improved public service delivery, and a more investment-friendly environment to encourage private sector growth.

“UNDP has been a trusted and important development partner in this journey,” Sharma said. “We deeply value its continued support in governance reform, strengthening local governments, climate resilience, social protection, and sustainable development.”

He further noted that Nepal looks forward to stronger cooperation in digital governance, institutional reform, and innovative financing approaches to help translate national priorities into tangible outcomes for citizens.

Participants at the meeting also shared recommendations on improving programme effectiveness, enhancing accessibility, accelerating digital transformation, and ensuring closer alignment with government priorities. Discussions emphasized that sustainable impact depends on stronger coordination, policy coherence, and long-term strategic vision.

Alongside the annual review, UNDP Nepal launched its Annual Report 2025, marking six decades of partnership in the country. The report highlights how collaboration between UNDP, the Government of Nepal, civil society, local communities, and the private sector has continued to evolve in response to changing national and global challenges.

The report also outlines evidence-based programming, adaptive approaches, and strategic partnerships that contributed to Nepal’s national development goals and the Sustainable Development Goals (SDGs).

As Nepal advances toward graduation from Least Developed Country (LDC) status and pursues broader development ambitions, UNDP reaffirmed its commitment to supporting the government in strengthening collaboration with development partners, diplomatic missions, and international financial institutions to deliver more integrated, effective, and impactful results for the people of Nepal. #nepal
